    In the debate over whether Japanese business practices are converging upon those of other economies, little attention has been paid to the skills that are demanded of new employees. Through a qualitative analysis of job advertisements and work skill reports, this article compares discourses in Japanese and Anglo-Saxon contexts. It finds that, although official reports in Japan draw explicitly on Anglo-Saxon concepts, job advertisements offer a more complex picture, containing elements associated with traditional conceptions of the Japanese firm. The findings suggest that Japanese cultural traditions continue to have strong influence on corporate identities.     This article critically examines discourses of education policy and work skills in twenty-first century Japan. Conducting a close analysis of texts produced by the Ministry of Education (MEXT) and the Japan Business Federation, it combines analytical constructs from the Discourse Theory of Laclau and Mouffe with those from Critical Discourse Analysis (CDA) to identify two distinct discourses currently engaged in a struggle for hegemony: a discourse of individual-centered neoliberalism and a discourse of group-centered moral conservatism. This struggle can be described at the level of key signifiers, whose meanings are tacitly contested by the two discourses. In employing these antagonistic discourses within single texts and even single clauses, policymakers produce a hybridized but ultimately incoherent discourse that attempts to uphold the prevailing social order by harnessing the individuality of Japanese citizens into a vision of patriotism and national solidarity. © 2013 © Institute of Local Government Studies, University of Birmingham.

    This paper will examine how Japanese education policy was articulated discursively from 1996 to 2010 in the semi-annual speeches of prime ministers to the Diet. It will identify three distinct discourses within these policy statements: a progressive discourse emphasizing the rights of individuals; a neo-liberal discourse of social independence and multi-tracked schooling; and a moral conservative discourse of patriotism and social conformism. In the 1990s, progressive and neo-liberal discourses held sway. Discursively, they were centred on key phrases such as kosei jushi ("respect for individuality") and sozosei (creativity), which were employed in a strategically ambiguous way to satisfy both progressive and neo-liberal demands. In the 2000s, however, right-wing politicians began to push a moral conservative agenda, which emphasized not the rights of individuals but their subservience to the wider needs of society and state. With neo-liberalism backed by powerful business interests, policymakers had to find a way to reconcile these two conflicting viewpoints discursively. They did this by binding the concept of individuality to traditional notions of Japanese identity and national citizenship, creating a hybrid discourse that attempted to blur the fundamental difference in ideologies.
