    This study compares and verifies the reconstruction process of Rikuzentakata City, which has been planned to be large-scaled and prolonged, into four periods, which are the plan period, project introduction period, project reconsideration period, and project promotion period. It was clarified that both the government and residents' efforts, the involvement of experts, and the changes in the consciousness and behavior of the victims as the project progressed. In addition, the peculiarities of the Rikuzentakata city's reconstruction project in comparison with other municipalities, its factors, and the role of experts involved in district-level planning and projects were clarified. Based on that, we proposed the principle of both the hard and soft reconstruction process design for the Nankai Trough earthquake.

    In this study, we examined the "mileage tax" as a financial source for road maintenance. 1) Regarding freight vehicles, CO2 may increase although the tax revenue increases compared to BAU under constant tax revenue. By leaving the fuel tax in accordance with this rule, CO2 reduction can be expected as well as tax revenue increase. 2) For passenger cars, if the taxation at each stage of acquisition, possession and use is replaced with mileage tax, the average fuel efficiency of all cars may deteriorate by up to 3%. About 30% of households respond to gasoline prices. It is a household with a long mileage in areas where public transportation is inconvenient. The gasoline price elasticity was estimated to be -0.09. Introducing a mileage tax with neutralization of tax revenue may result in a long-term deterioration of fuel efficiency by about 3%.

    This study consists of two parts: ‘A Study on diffusion policies for safety-related ITSs’ and ‘A Study on fuel-efficiency regulations’. Main achievements are as follows: 1) Economic features and diffusion policies of new safety-related ITSs such as the Roadside Information-Based Driving Support System, and the Inter-Vehicle Communication Type Driving Support System were analyzed from the perspective of welfare economics, 2) Results of both studies were compiled and published as a volume from Palgrave Macmillan.
